The Minority in Parliament has formally requested an emergency recall of the House, scheduled for today, Tuesday, August 29, 2026, to address Ghana’s escalating narcotics crisis. Addressing a press conference ahead of the sitting, Rev. Ntim Fordjour announced the Minority’s intent to compel the executive to answer for a series of record-breaking drug seizures linked to Ghana, stating that the nation can no longer afford to learn of its own security failures through foreign press conferences.

Presenting a litany of international busts, Rev. Fordjour outlined a troubling pattern of state vulnerability. He cited the March 2025 seizure of 3.3 tons of cocaine in Cape Coast, valued at over $350 million, as well as the June 2026 discovery by Australian authorities of 320 kilograms of methamphetamine in containers from Ghana, valued at $296 million. He also referenced a September seizure in France where 3.9 tons of cocaine were found hidden among recycled plastics from Ghana, valued at approximately $261 million, arguing that these incidents point to weak scanning, profiling, and possible collusion by state agencies.

The Minority criticized the executive’s reactive approach to the crisis, noting that 18 months after the “Pay-Due junction” incident, only small actors like drivers and couriers have been arrested, while the financiers remain at large. Rev. Fordjour argued that 3.3-ton seizures cannot occur on the strength of a driver alone, insisting that a network with capital, contacts, and protection must be operating, a sentiment echoed by the Catholic Bishops Conference and the Christian Council of Ghana, who have called for a bipartisan inquiry.

Warning that Ghana is at risk of being officially designated as a major transit point, the Minority Leader emphasized that the consequences are not merely reputational but pose a direct threat to domestic security. He noted that transit routes do not stay clean, warning that narcotics spill into local markets, communities, and campuses, ultimately destroying a generation of young people through addiction and crime. This domestic threat, he stated, is the primary reason the Minority has triggered the emergency recall.

To address these systemic failures, the Minority has placed a motion before the House, introduced by Hon. Habib Dresu, the First Deputy Chief Whip, to establish an ad hoc committee under Article 103 of the Constitution. The proposed committee will be tasked with examining how each consignment was assembled and inspected, investigating why scanning and risk profiling failed, and determining the role of every agency, freight forwarder, and clearing agent involved in the handling of these illicit goods.

Rev. Fordjour stated that the committee would be empowered with the authority of the High Court to compel witnesses and documents, and would investigate the possible complicity of state agencies under Acts 1019 and 1044. The inquiry will focus on institutional and systemic matters, ensuring that it does not prejudge any cases currently before the courts, while also pursuing the financial trails and organizers behind the operations, rather than just the couriers.

In his concluding remarks, Rev. Fordjour called on the Majority to support the motion, emphasizing that the trafficker does not check party cards. He demanded that the executive publish real-time, primary-source data on all narcotic seizures, arrests, and prosecutions since January 2025. Warning that history will judge the current Parliament by its actions, he stated that if the government is confident in its record, it has nothing to fear from the truth, and the Minority intends to see this investigation through.
